Paragon Adeer Developments is an Egyptian-Saudi joint venture launched in 2026 between Paragon Developments of Egypt and Adeer International, the investment arm of Saudi Arabia's Sumou Holding. The partnership was formed to build large-scale mixed-use destinations inside the Egyptian market.
The company is headquartered in New Cairo and focuses on integrated urban districts that combine serviced apartments, offices, retail, international hospitality, and technology campuses under a single master plan.

Operations are concentrated in Mostakbal City compounds inside New Cairo, a future-facing zone connecting the Middle Ring Road, the Bin Zayed axis, and the New Administrative Capital.
The current portfolio is anchored by a single flagship: Sumou Boulevard, Mostakbal City. The project covers approximately 500,000 square meters (60 acres) of mixed-use land, with around 80 percent of the masterplan dedicated to greenery, open landscapes, and pedestrian zones.
Headline components include a 2-kilometer lifestyle boulevard, what the developer describes as Egypt's first dedicated AI Campus, serviced apartments, offices, retail frontage, and hotel anchors operated by Minor Hotels and Hilton. Residential unit prices start from EGP 7,300,000.
The defining strength of Paragon Adeer is its capital structure. Saudi backing through Sumou Holding lowers the financing risk that typically shadows newly formed Egyptian developers, and operating contracts with Hilton and Minor Hotels lock in internationally recognized hospitality standards.
Because Sumou Boulevard is pre-delivery, a true on-time-handover record cannot yet be assessed. Buyers committing at this stage are underwriting the strength of the two parent companies and their hospitality partners rather than a long Egyptian delivery history.
